Home Repair Assistance Program (HRAP)
BBC performs critical health and safety repairs for a limited number of low-income households each year, depending on the availability of funding. Typical repairs in the program include gutter cleaning, stairs, roof, porch repair and replacement, and hot water tank replacement. The Healthy Homes Initiative is designed to improve the quality of life for residents and the housing stock of the community. We connect and build trust with residents and landlords and link them to resources, education, and training. Community Housing Solutions
Community Housing Solutions assists low- and moderate-income seniors with critical home repairs, including heating, plumbing, carpentry, security, roofing, and accessibility. Applicants must be a homeowner and own their home for at least one year, meet income guidelines, and be current on property taxes or on a payment plan.

Home Weatherization Assistance Program (HWAP)
The Home Weatherization Assistance Program (HWAP) helps eligible Ohioans improve their homes’ energy efficiency and reduce their energy costs. Ohioans participating in the HWAP will receive a home inspection to identify the services necessary to improve their home’s energy efficiency. Services are provided through local agencies in each county.
Senior Homeowner Assistance Program (SHAP)
The City, through the Department of Community Development, provides repair grants to eligible applicants. SHAP provides grants that are accessed through the Department of Aging. The grant is designed for single-project home repairs, limited to:
Roof Replacement, Porch Replacement, Smoke & CO Alarm Installation, Major Electrical Work, Major Plumbing Work, Handicap Accessibility
Smoke Detectors for Cleveland Residents
The Cleveland Division of Fire participates in the American Red Cross Operation Save-A-Life, which provides free smoke alarms, batteries, and installation. All elderly and low- income residents of Cleveland qualify for this no-cost program.
2023 Exterior Paint Program
The Exterior Paint Program provides paint and materials for exterior home painting. Labor is not included. Homeowners and tenants who meet income guidelines can apply for the program. The program is administered on a first-come, first-serve basis.
Cuyahoga County Auditor Homestead Program
The Cuyahoga County Auditor Homestead Program is a statewide program which reduces the property tax burden of qualified senior citizens and permanently and totally disabled homeowners, disabled veterans and surviving spouses of public service officers killed in the line of duty, by exempting some of the market value of their home from taxation.
Cleveland Water Department Homestead Program
The Cleveland Water Department Homestead Program provides you with discounts on water services from Cleveland Water. There are two parts of the discount: the monthly fixed price is reduced and the amount that you are charged based on how much water you use is also reduced.
Home Energy Assistance Program (HEAP)
Eligible low-income households can receive assistance with the high costs of heating their homes to avoid a discontinuation of service.
Northeast Ohio Regional Sewer District Homestead Program
The Northeast Ohio Regional Sewer District Homestead Program is available to customers aged 65 or older, or customers under 65 who are totally disabled. Total household income must not exceed $39,300 for 2023. Enrollment is valid for a three-year period.
Residential Waste Collection Fee Exemption
The waste collection fee was instituted to partially recover the costs of providing waste collection services. The monthly rate is $8.75 per unit for City of Cleveland property owners.
Property owners may file for an exemption due to vacancy, property ownership change, or if the property is serviced by a private hauler. To file an exemption, please complete the Residential Waste Collection Fee Exemption Request Form.
Cuyahoga County Home Repair Program
Homeowner Repair Program Administered by CHN Housing Partners Provides eligible low-moderate income homeowners, particularly seniors, with the ability to obtain financial assistance to make health and safety repairs to their home.
Housing Enhancement Loan Program (HELP)
The Home Enhancement Loan Program provides homeowners of occupied or investment properties in eligible Cuyahoga County communities home improvement loans, at three percentage points below normal bank rates, for home repair or remodeling projects. HELP has no restrictions on a borrower’s income and few limitations on what improvements can be made to a property.
